Over the Horizon Radar (OTHR) Infrastructure

The U.S. Army Corps of Engineers Kansas City District, acting for the Air Force Civil Engineering Center, is soliciting a construction contractor for the Over the Horizon Radar infrastructure project in Oregon. This initiative involves the concurrent construction of transmitting and receiver sites, including the clearing and grading of over two square miles for antenna arrays and the development of facilities such as equipment rooms with open classified storage. The project is estimated at 700 million dollars and will be executed using a Construction Manager at Risk delivery model under Other Transaction authority, meaning it is not subject to standard FAR-based procurement procedures. The project is divided into two phases: Phase 1 focuses on pre-construction services, while Phase 2 covers early work, long-lead item procurement, and final construction under a negotiated firm-fixed-price arrangement. The selection process is a two-step qualifications-based competition. In the first step, contractors must submit a white paper via the Procurement Integrated Enterprise Environment portal by September 25, 2026, demonstrating relevant experience and a single-project bonding capacity of at least 700 million dollars. Up to three highly qualified firms will then be invited to a pitch presentation in October 2026 to be evaluated on their technical approach, risk management, open-book pricing transparency, and collaborative chemistry. The government will select the most advantageous contractor based on the totality of these evaluations to ensure the greatest value in cost, schedule, and performance.
