Overhaul Depot Manuals

Synopsis: This is a new F-15 contracting effort for a definitive contract using Full and Open Competition after exclusions of Sources procedures under FAR 6.207. This is a set aside for Women owned Small Business (WOSB) concerns eligible under the WOSB program. This effort is to provide all typical overhaul documentation in one Technical Order (TO) necessary to overhaul F-15 structural components that are overhauled by the 402 CMXG at Warner Robins Air Logistic Complex in the Management of Items Subject to Repair (MISTR) backshops. The purpose of executing the Depot Overhaul Manual for MISTR Components contract is to consolidate overhaul information found in multiple TOs to clear up ambiguity and inconsistencies that could lead to improper maintenance and inspection practices. The Depot Overhaul Manual requirements will generate a single consolidated overhaul manual with illustrated parts breakdown and engineering justified inspection requirements for the structural items repaired at Robins. This will be a one-time contracting effort for sustaining engineering services and the planned acquisition strategy is a 24-month basic contract with no options. The Government intends to evaluate using Lowest Price Technically Acceptable procedures. All responsible sources may submit a proposal; however, only WOSB will be considered by the Agency. DD Form 254 Contract Security Classification Specification applies - Foreign Contractors are not allowed to participate. Request for Proposal (RFP) solicitation number FA8505-16-R-0012 issue date is planned to be within the next 30 days. No Questions will be taken or answered prior to the release of the RFP package.
