The United States Coast Guard Surface Forces Logistics Center, Long Range Enforcer Product Line, intends to award a sole-source contract to Wartsila Defense Inc. for the overhaul of Coast Guard owned ZA40S Diesel Engine Cylinder Heads, specifically for the 420-foot WAGB Icebreaker Healy. This procurement, identified by solicitation number HSCG40-17-Q-31716 and NAICS code 333618, is being conducted through other than full and open competition because Wartsila Defense Inc. is the original equipment manufacturer and the only known source capable of performing the work. The justification for this action is based on the fact that the Coast Guard lacks the necessary proprietary designs and technical data required for the overhaul, and market research has indicated no other capable sources. While the government intends to negotiate exclusively with the original equipment manufacturer, it has invited interested parties to submit capability statements to be considered for future services. To be evaluated, respondents must demonstrate their ability to repair similar items, provide proof of access to required proprietary technical data and parts, and share past performance information regarding ZA40S Diesel Engine Cylinder Heads. This notice serves as a market research tool and not a formal request for proposals, with the final determination to compete the requirement remaining at the sole discretion of the Coast Guard.
