The Hall County Board of Commissioners issued a formal invitation for sealed bids for an annual contract to provide overhead door maintenance and repair services. Proposals were to be submitted to the Purchasing Division by 3:00 P.M. on May 28, 2015, with a public reading of submitting companies held immediately after the deadline. Bid packages could be requested free of charge through the county’s official website or office, with strict instructions to submit four copies of the proposal, including one original signed copy. Late submissions were not accepted, and no extensions to the bidding deadline would be provided except through a formal written addendum. The contract award was to be determined not solely on the lowest bid but also considering the quality of the bid, references, and other subjective criteria at the County’s discretion. The County reserved the right to reject any or all bids, waive informalities, or use ideas from any proposal regardless of selection. Bidders were prohibited from withdrawing bids for sixty days post-submission, and failure to sign the proposal would render the bid non-responsive. Communication and questions related to the proposal were to be directed to the Senior Buyer within the Purchasing Division. The contract could be awarded on a lump sum or individual item basis, whichever was deemed in the County’s best interest.
