The Department of Labor's Office of Workers' Compensation Programs (OWCP) plans to issue a Request for Proposal (RFP) to secure Medical Provider Network (MPN) and Medical Bill Processing (MBP) services through a single time and material contract. This contract will support OWCP’s administration of four occupational injury and illness compensation programs: the Federal Employees Program, Energy Workers Program, Black Lung Program, and Longshore Program. The solicitation is projected for full and open competition under NAICS code 524298, with a contract structure including a 12-month base period, four one-year option periods, and up to two additional one-year award terms. Successful contractors will be required to provide a nationwide medical provider network that offers voluntary access to examinations, treatment, impairment evaluations, and related medical services, which is a new requirement for OWCP. In addition to the MPN, the contractor must provide comprehensive medical bill processing services that include establishing a centralized mailroom for receiving relevant documentation, data entry and scanning of claims, adjudicating bills with timely payments or denials, and issuing explanations of benefits. The scope also involves interfacing with OWCP staff, processing electronic funds transfers, managing adjustments and appeals, and providing customer support via call centers and an interactive voice response system for inquiries from providers and claimants. Secure electronic access to documentation and transactional files must be provided to OWCP, with full contract implementation expected within 180 days of the contract start date. All services are to be included in operational pricing without additional costs unless otherwise specified, and contractors are advised not to contact contracting officials directly but instead to submit questions during the solicitation phase.
