The Materials Science and Technology Division at Oak Ridge National Laboratory is seeking a single VisiSizer P15+ system, along with velocity measurement capability, remote online web-based system training, and DDP shipping to its dock in Oak Ridge, Tennessee, or an acceptable domestic equivalent, under solicitation RFQSSPR471204. The requirement is classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees and has no set-aside designation. Offerors must submit a firm fixed price quotation for the four line items listed in Attachment C, the Bill of Materials, which includes the system, velocity module, training, and shipping. All proposals must be submitted via email to Scott Scarbrough by 2:00 PM EST on June 10, 2026, and must include a completed and signed Representations and Certifications form (Attachment D) as well as any exceptions clearly outlined, or the proposal will be considered an unequivocal acceptance of all terms. The contract is governed by the Terms and Conditions - Purchase Order Commercial Products & Services Under the Simplified Acquisition Threshold (BSD-CS-2154) and is subject to numerous flowdown clauses from the prime contract DE-AC05-00OR22725, including obligations related to workplace substance abuse, export control compliance, environmental and safety integration, aerosols and foams handling, and small business utilization. The seller must provide insurance coverage of at least $2 million each for commercial general liability, professional liability, and cyber liability, with carriers rated A-/VIII or higher by A.M. Best. Delivery must be made under DDP terms to Oak Ridge, with all drivers required to be U.S. citizens. The offeror must also certify whether any items constitute Trigger List Items related to nuclear applications and attest under penalty of criminal or civil liability to the accuracy of all representations. Compliance with DOE Order 414.1E for quality assurance and applicable FAR clauses, including reporting of nonconforming items and inspection requirements, is mandatory. The seller must implement administrative, physical, and technical safeguards to protect electronic data and maintain full conformity with all contractual, regulatory, and security requirements throughout the performance period.
