Oxygen Generating System

The State of Florida Department of Health is soliciting bids for two turnkey, portable oxygen generating systems under solicitation DOH25-019, with a response deadline of August 18, 2026. The systems must be delivered and fully installed at the Jacksonville Fire and Rescue Department by September 30, 2026, under FOB destination terms, and must meet strict technical specifications including producing oxygen at 99% purity, filling D, M, E, and H-size cylinders at 2,200 psig, and supporting daily output of at least 20 E-cylinders and 2 H-cylinders. Offerors must submit a fully completed proposal including the Title Page, Price Page, Prior Experience Form, Statement of Non-Collusion, and mandatory Florida-specific certifications: Vendor Certification (PUR 7801), Use of Coercion for Labor and Services (PUR 2024), and Provision of Commodities Produced by Forced Labor (PUR 2023), along with certifications regarding Scrutinized Companies Lists and Identical Tie eligibility. All submissions require one original paper copy and one original electronic copy in PDF format on a USB drive or CD, submitted via mail or email to the designated contact; email and fax are accepted for submission but not as sole methods. The Federal Employer Identification Number is required, but Unique Entity ID or CAGE codes are not. The contract is firm-fixed-price with no advance payments, invoicing upon completion and acceptance, and payment controlled by the Department’s Purchase Order Terms and Conditions. Performance is centered in Jacksonville, FL, and failure to meet any specification results in a 5% payment deduction.
