P-8 Ground Systems (PGS) and Fly-Away Kit (FAK) Procurement

The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to modify existing contracts N00421-23-G-0005 and N00421-24-F-0184 through a sole-source award to Dayton T. Brown, Inc. under the authority of 10 U.S.C. 2304(c)(1), citing that only one responsible source exists and no other supplies or services will satisfy the agency’s requirements. This action pertains to the P-8 Ground Systems (PGS) and Fly-Away Kit (FAK) Procurement, covering research and development, integration, logistics, sustainment, and modification of Special Missions Mobile Mission Systems including trailer-based systems and associated ground segments. Work will be performed primarily at the contractor’s facility in St. James, Maryland, with additional activities at NAS Patuxent River, NAS Whidbey Island, Jacksonville, FL, and overseas locations. The effort includes Non-Recurring Engineering, system upgrades, testing, training, certification, and repair activities, all requiring strict compliance with classified and controlled information handling standards such as NIST SP 800-171, DODI 5200.48, NISPOM, and EKMS-1b. Contractors must maintain facilities within 25 miles of NAS Patuxent River with controlled environmental conditions, secure access for Top Secret clearance holders, and full adherence to cybersecurity requirements including multi-factor authentication, encryption of Controlled Unclassified Information, and annual audits of access privileges. All personnel must be U.S. citizens with Top Secret clearances and are subject to rigorous reporting requirements including SAAR-N submissions within 30 days of hire, annual cybersecurity training, and 24-hour reporting of any compromise of classified or CUI data. Contract deliverables include a comprehensive set of reports such as monthly financial summaries, progress updates, personnel locator records, an Operations Security plan, material tracking logs, and a transition-out plan detailing data transfer, quality assurance, and tasking lists. Compliance with quality standards like IPC-J-STD-001F, IPC-A-610F, IPC/WHMA-A-620C, and SAE AS9100 is mandatory for system integration and assembly.
