AI Contract Overview
The Naval Air Warfare Center Aircraft Division at Lakehurst, New Jersey, plans to award a sole-source contract to Industrial Automation, the only authorized manufacturer of specific peculiar support equipment for Boeing-designed systems, due to Boeing’s refusal to release proprietary data necessary for competitive procurement. The contract will procure a range of specialized ground and test equipment, including software load cables, aerial refueling test systems, cargo door handling tools, weapons bay door sensor rigs, protective covers, and adapter sets, all uniquely tied to Boeing’s intellectual property and licensed exclusively through Industrial Automation. This sole-source approach is justified under Title 10 U.S.C. Section 2304(c)(1) and FAR 6.302-1, as awarding to any other source would result in substantial duplication of costs that cannot be offset by competition. Despite being a sole-source action, the government invites all responsible parties to submit capability statements by July 15, 2026, to demonstrate why competition could be beneficial, though no contract will be awarded based on these submissions. All inquiries must be directed to procurement specialist Sheila Battaglia, and the equipment will be delivered to the designated performance location in Lakehurst, New Jersey, under the NAICS code 334519.
