Full Description

The Naval Air Systems Command (NAVAIR) intends to issue separate sole source follow-on. Full Rate Production (FRP) contracts to the Boeing Company for the production years FY15 through FY 19 (Lots 2 through 6) P-8A Poseidon Aircraft. In addition, the Government anticipates the procurement of integrated logistics support (FY15 through FY19), interim contractor support (FY15 through FY19), spares (FY15 through FY19), repair of repairables (FY15 through FY19), trainers (FY15 and FY17), support equipment (FY15 through FY19), and special mission A-kits and support requirements (FY15 through FY19) under separate contract actions. This procurement is for the manufacture of 68 aircraft (or other quantities as may be authorized and appropriated by Congress and/or for Foreign Military Sales) and related production support, to include special tooling and test equipment, systems engineering, production management, parts obsolescence, engineering change proposals and technical, administrative, and financial data. The Government plans to issue an Advance Acquisition Contract in FY14 for long-lead material and associated efforts supporting this procurement. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the P-8A Aircraft, The Boeing Company is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
