The Department of Defense awarded two Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ MACs) as a result of a competitive solicitation for FY25-FY29 P-8A aircraft depot maintenance and repair services. The contracts were granted to AAR Government Services of Wood Dale, Illinois, and L3Harris of Waco, Texas. The government planned to evaluate and award contracts concurrently to identify the best value and second-best value awardees, with the primary award for the first three years assigned to the best value contractor, AAR. AAR was subsequently awarded the primary contract for the initial three-year period under order N0001924F5017 on September 13, 2024. In May 2025, a modification was issued to this order, valued at approximately $301,820, to procure Bulletin Technical Directive (TD) Compliance services for a P-8A aircraft scheduled for induction at AAR’s facility. This modification was made on a sole-source basis to ensure economy and efficiency, as it was a logical follow-on to the existing order. The contract details, including the justification for the sole-source procurement, are documented in a redacted Justification for Exception to Fair Opportunity. The contract work is managed by the Naval Air Systems Command, based in Patuxent River, Maryland, with performance taking place at AAR’s facility in Illinois.
