P-8A Multi-Mission Maritime Aircraft (MMA) Program, System Development and Demonstration (SDD) Phase Additional Scope

(Numbered Note 22 - - Underline Note 22 if this is a noncompetitive actions) The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate a contract modification to the P-8A System Development and Demonstration contract with The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis for the P-8A Increment II Integration effort. The Increment II effort will include engineering and testing of the acoustics, communication, and weapons system modifications approved for integration into the baseline P-8A aircraft weapon system. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, - Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
