P-8A OFT Technical Refresh

The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), is conducting market research through a Sources Sought Notice for the P-8A Operational Flight Trainer (OFT) Technical Refresh. This effort involves engineering, modernization, and logistics support to address obsolescence across 18 OFTs located at NAS Jacksonville, NAS Whidbey Island, and the System Development and Demonstration Lab in St. Louis. The scope of work includes the removal, replacement, integration, and testing of Single Board Computer (SBC) racks, Aircraft Head-Up Displays (HUD), and the Aircraft Equipment Desktop Environment (AeDTE), specifically integrating these components with CAE proprietary designs and Boeing P-8A OFT software baselines. The project requires an estimated award date of June 2027 with delivery in calendar year 2028. Due to the work being performed in classified facilities and networks, all potential offerors must possess an active Secret clearance and ensure that SBC solutions comply with P-8A cybersecurity requirements to support the Authority to Operate (ATO). The government is utilizing NAICS code 333310 to determine potential set-aside bases and is requesting capabilities statements, past experience, proposed schedules, and Rough Order of Magnitude pricing from interested large and small businesses. Responses must be submitted electronically by November 30, 2026.
