Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

The Naval Air Systems Command awarded a cost-plus-fixed-fee delivery order to The Boeing Company for the procurement of supplies and engineering services to support Navy P-8A Poseidon Flight Test Aircraft and the Patuxent River Naval Air Station System Integration Lab (PAXSIL). This effort involves performing activities essential to Government flight operations and the maintenance and operation of associated test equipment. The contract was awarded as a sole-source procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because Boeing is the original designer, developer, and sole integrator of the P-8A, possessing exclusive technical data and software related to the aircraft's test instrumentation. The cost-plus-fixed-fee structure was selected in accordance with DFARS 235.006(b)(ii)(A) to ensure an equitable allocation of program risk between the Government and the contractor, specifically due to uncertainties surrounding Increment 3 requirements. Managed by the Department of Defense in Patuxent River, Maryland, the contract falls under NAICS code 488190. The procurement ensures the continued sustainment of critical test aircraft operations where no other responsible source could satisfy the agency's requirements.

Full Description

The Naval Air Systems Command (NAVAIR) awarded a cost-plus-fixed-fee (CPFF) delivery order for the procurement of supplies and engineering services in support of Navy P-8A Poseidon Flight Test Aircraft. Tasking will consist of performing activities required to support Government flight operations on the P-8A flight test aircraft and the Patuxent River Naval Air Station System Integration Lab (PAXSIL). The effort was procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing Company (Boeing) is the original designer, developer, and manufacturer of the P-8A and its sole integrator. The test aircraft are outfitted with test instrumentation installed by Boeing. Aside from the configuration and non-commercial and commercial technical data associated with each aircraft excluding the test instrumentation, the Government does not possess any technical data associated with the test instrumentation nor can the Government acquire the necessary data. It was determined that a CPFF contract action was the appropriate contract type pursuant to DFARS 235.006(b)(ii) (A). This is a development program for which the use of a fixed-price type contract would not provide an equitable and sensible allocation of program risk between the Government and the Contractor due to the uncertainties related to the Increment 3 requirements.
