The Naval Air Systems Command intends to award a cost-reimbursement order to The Boeing Company under Basic Ordering Agreement N00019-11-G-0001 to establish a P-8A Tactical Open Mission Software Software Support Activity at NAS Patuxent River, Maryland. This initiative is a key part of the US Navy's long-term software sustainment strategy, enabling the Navy to maintain, update, test, and deploy software. The scope of work includes the procurement of hardware, software licenses, source code, installation services, build environment testing, and comprehensive training and documentation. The contract is being pursued on an other than full and open competition basis because Boeing is the sole designer and manufacturer of the P-8A airframe and the sole integrator of its avionics systems. Due to this unique position, Boeing is identified as the only source capable of meeting the government's requirements in a timely manner. The planned period of performance for these services runs from July 2014 to June 2015.
