The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and several Navy partner organizations, is conducting a rolling admission process for the SeaPort Enhanced (Seaport e) Multiple Award Contracts. This effort aims to expand contract coverage, including adding the Office of Naval Research as an authorized ordering office, and to award additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts. Existing contractors may also expand into new geographic zones to compete for additional awards. The program encompasses a wide range of service categories, including special studies, engineering, IT, maintenance, professional support, and salvage services, among others. Contracts awarded under this program follow a Best Value Evaluation and include various pricing mechanisms such as Firm Fixed Price and Cost Plus Fixed Fee, but exclude Time & Materials orders. Task orders are competed by geographic zones, and there is a strong emphasis on performance-based ordering. A key focus of this rolling admission is increasing participation by small businesses and specific small business categories such as HubZone, Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and 8(a) firms. These groups are encouraged to submit offers competing within their own small business sub-category. The contracts include small business subcontracting goals and limitations on fees and cost escalations. Industry stakeholders are advised to monitor the Seaport website for solicitation releases and updates, with a draft solicitation expected by late November 2006 and final awards targeted for April 2007. This rolling admission process supports a flexible, competitive acquisition environment aimed at broadening the contractor base for a diverse range of professional and technical support services to Navy activities.
