The United States Fish and Wildlife Service plans to award a sole source contract to NW Demolition and Environmental of Portland, Oregon, for the demolition of a ski warehouse and an elevated water tank structure at Midway Atoll National Wildlife Refuge. This contract will be awarded without full and open competition due to the company’s existing presence on the island with necessary equipment and personnel, which prevents unnecessary additional costs related to mobilizing another contractor. The decision to limit competition is made in accordance with Federal Acquisition Regulation 6.302-1, justifying the sole source award on these grounds. The contract posting serves as a notice of intent rather than a solicitation for competitive proposals and confirms that no further notices will be published on the federal contracting portal. Technical questions regarding the project may be directed to a designated official at the Service’s office in Portland, while contracting inquiries are handled by another representative. The project falls under the NAICS code 238910, with the administrative office located in Falls Church, Virginia, under the Department of the Interior’s Fish and Wildlife Service Headquarters.

Full Description

There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to NW Demolition and Environmental of Portland Oregon to demo the ski warehouse and elevated water tank structure at Midway Atoll National Wildlife Refuge. NW Demolition is already mobilized on island with equipment and manpower resources to accomplish this type of project and a substantial duplication of costs would be anticipated by the Government that is not expected to be recovered through competition for another contractor to mobilize on island. The Service intends to award Sole Source to NW Demolition and Environmental or Portland Oregon. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1. Technical inquiries may be directed to Mark Harris at +1 (555) 000-0000. Contracting inquiries may be directed to Karl Lautzenheiser at telephone number +1 (555) 000-0000. No further notice will be posted on Fedbizopps.
