P084 NEXT GENERATION TORPEDO INTEGRATION LAB, NAVAL STATION NEWPORT, NEWPORT RI

The U.S. Navy, through NAVFACSYSCOM Mid-Atlantic, is conducting market research via a Sources Sought notice for the P084 Next Generation Torpedo Integration Lab at Naval Station Newport, Rhode Island, with an estimated contract value between $25 million and $100 million. This effort is not a solicitation for proposals but a capability evaluation to determine the pool of qualified contractors for a future firm fixed price construction contract. The facility will be a 12,920 square foot, multi-story steel-framed laboratory and office building designed for depot-level testing of critical torpedo systems, featuring a shallow foundation, metal standing seam roof, masonry and metal panel exterior walls, underground stormwater retention, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, and exterior lighting. The procurement is under NAICS code 236220 and may result in a small business set-aside if sufficient qualified small business responses are received; otherwise, it will be unrestricted. Contractors must demonstrate experience through up to five prior projects, each completed within the last ten years, with a final construction cost of at least $30 million, involving new construction of a minimum two-story steel-framed commercial or institutional building with site work and utilities, including high bay construction. Small business offerors may leverage the experience of small business first-tier subcontractors under 13 CFR 125.2(g), but not large business affiliates or subcontractors.
