The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing construction services for a Design Bid Build (DBB) P084 Next Generation Torpedo Integration Lab Naval Station Newport, Newport, Rhode Island.
PROJECT DESCRIPTION:
This design-bid-build project will include the construction of a multi-story steel frame 12,920 SF laboratory and office facility. The facility will support a variety of functions including depot level testing of critical torpedo systems. Construction consists of a steel frame building with a shallow foundation, metal standing seam roof and masonry and metal panel exterior walls. The project includes all pertinent site preparations and site improvements, including underground stormwater retention system, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking and exterior lighting.
Bid Option 1 will construct P1016 Consolidated RDT&E Systems Facility, a multi-story 17,978 SF laboratory facility supported by shallow foundations. The facility will utilize structural steel framing with a standing-seam roof. Exteriors are planned as a combination of masonry veneer and metal panel siding. Demolition includes removal of Building 1272T, a 548 m2 engineering facility.

This solicitation is being advertised as "Unrestricted" for full and open competition. A Small Business Search (SBS) was conducted, and a Sources Sought Notice was issued on 14 May 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size, scope, and complexity within the last 10 years. Based on the market research conducted for this procurement and in accordance with FAR 19.104-1(a) (Deviation 2026-O0037), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. A DD2579 Small Business Coordination Record was approved by the NAVFAC MIDLANT Small Business Professional on 15 June 2026. On 26 June 2026, the Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation.
