THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY TO IDENTIFY POTENTIAL OFFERORS FOR A DESIGN-BID-BUILD CONSTRUCTION PROJECT TO CONSTRUCT A NEW “A” SCHOOL DORMITORY FACILITY AND DEMOLISH SEVERAL BUILDINGS AT NAVAL AIR STATION (NAS) PENSACOLA, FLORIDA.



THIS IS NOT A REQUEST FOR PROPOSALS OR AN INVITATION FOR BID.  NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.  NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation.  There is no bid package or solicitation currently available.  In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. 



The reference number for this posting is N6945027RP801. The purpose of this notice is for the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) to gain knowledge of ALL qualified and interested parties. 


All socioeconomic categories are encouraged to respond: U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, woman-owned small business (WOSB), veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB). 


Potential sources should have current relevant qualifications, experience, personnel, and capability to perform this proposed project.  The Government may use the sources sought responses along with other market research to make various determinations regarding the procurement.


           


Project Description:


This project will construct a new three-story housing facility for students onboard NAS Pensacola, FL.  The new facility will be located between the Naval Air Technical Training Center (NATTC) and East Avenue, just south of the existing 3900-series dormitories on a lot that is primarily a grass field, but in the past was developed as both an airfield and supporting facilities. The entire area is located near sea level, less than 1500-ft from Pensacola Bay. The new facility is planned to have 280 double-occupancy units for a maximum total of 560 residents. The entire facility is planned to be approximately150,000 square feet.  Development of the site will need to take into consideration flood hazards and cultural significance of the surrounding areas.  No additional parking is proposed.


In addition to the new construction, several buildings (601, 602, and 623) will be demolished in connection with this project.  Buildings 601 and 602 are connected and located northeast of the intersection of Chambers Avenue and Radford Avenue.  Building 623 is located northwest of the intersection of Chambers Avenue and Radford Avenue.  However, existing mechanical space adjacent to Building 602 will remain operational to supply chilled water to a piping network.


Construction shall meet or exceed requirements of the 2024 International Building Code (IBC), NFPA 101, Unified Facility Criteria (UFC), and the NAS Pensacola Installation Appearance Plan.


The anticipated performance period for this contract will be 1200 calendar days.  The magnitude of construction is between $100,000,000 and $150,000,000. The anticipated award date is Fourth Quarter FY 27.



Interested sources are invited to respond to this sources sought announcement.  Capability Statements consisting of appropriate documentation will be accepted providing it contains ALL the information required below (items 1-7).  Complete submission package shall not exceed 6 pages.  The information which must be contained in your response is as follows:


1)  Contractor Information: Name and address of company, point of contact with phone number and email address.


2)  Type of Business: Identify the company’s business size and socio-economic status (HUBZone, 8(a), SDVOSB, WOSB, etc.), if applicable for NAICS Code 236220 applicable to this sources sought. If your firm is claiming HUBZone or 8(a) status, provide a copy of your SBA certification.


3)  Bond Capacity: Information must include surety’s name, point of contact, telephone number, email address, and the bonding capacity of at least $100 Million per project, and the maximum aggregate bonding.


4)  System for Award Management (SAM): Evidence of registration in the SAM, including Cage Code and Entity Identifier (formerly DUNS Number).

7.)  Experience Submission Requirements:


Responders shall provide a minimum of three (3) to a maximum of five (5) projects demonstrating the specific capabilities listed below:


  • Demonstrate Prime Contractor experience constructing projects including dormitories, multi-family housing, hotels, office buildings or other similar types of construction with a value of approximately $100,000,000 or greater and/or 150,000 square feet or greater.
  • Projects submitted for the Offeror shall be completed within the past seven (7) years of the date of issuance of this announcement.

 Provide a brief description including contract number, project title, completion date, performance ratings, and final contract value.  If they are not approximately equal to the requested dollar value and/or square footage listed above, explain in no more than one paragraph why we should consider the project.


The response to this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate experience in relation to the areas specified herein.  Submission of a Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities.
