The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Pacific Defense Strategies for CSU SOFTWARE. The Government intends to negotiate solely with Pacific Defense Strategies under the authority of FAR 13.106-1(b) due to solicitating from a single source not exceeding the simplified acquisition threshold. The NAICS Code is 513210 and the Small Business Size Standard is 334511.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted by accessing the specific notice in the PIEE Solicitation Module by 15 June 2026. Questions concerning this notice should be directed to Michelle Pierce at michelle.a.pierce15.civ@us.navy.mil. All responses received by 15 June 2026 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
