The Government of Ontario, through the Ministry of Natural Resources, is soliciting bids for the packaging and delivery of various supply items to support Aviation, Forest, Fire, and Emergency Services. The contract is divided into two options: Option 1 covers Fire Management Locations and Option 2 covers the centrally located Aviation Hangar. Bidders may apply for one or both options, provided they bid on all supply items listed in the Commercial Envelope for the chosen option. If a bidder is successful in both, cross-default clauses will apply, meaning a default under one contract may be considered a default under all. The award will be granted to the lowest priced compliant bid following a two-stage evaluation process that first verifies mandatory qualifications. The anticipated contract start date is December 2026, with an initial term of up to three years expiring October 31, 2029, and a possible two-year extension through October 31, 2031. Due to the critical nature of emergency response, vendors must be available Monday through Friday during the fire season and ensure accurate delivery within five business days of an order. Supplies must meet specific standards, including various Military Specifications (MIL-SPEC), CSA, and ANSI standards, with strict requirements for the transportation of dangerous goods. Vendors are also required to maintain compliance with the Occupational Health and Safety Act, provide proof of WSIB coverage, and submit a Tax Compliance Verification number.

Full Description

For the purpose of this contract, the locations will be split into two options; Option 1 to include all of the Fire Management Locations and Option 2 to include the centrally located Aviation Hangar. Bidders may bid on one or both options, however each Bidder must bid on ALL supply items outlined in the Commercial Envelope for said option. The bidder must be able to provide these items at all times during the Term. If the Bidder is successful for more than one option, the Contracts will contain provisions providing that a default under one contract may be a default under all Contracts to which the bidder is a party, at the Ministry’s option (i.e., cross-default clauses). The Ministry may place orders in order to bring inventory back to established stock levels or for more urgent requirements due to escalated fire activity. The Ministry’s orders will fluctuate in volume depending on the level of fire activity in the province. The supplies required are identified on the Commercial Envelope for each option, although the numbers indicated in such Commercial Envelopes are for evaluation purposes only and do not necessarily reflect the actual requirements of the Ministry. The Ministry typically places orders during the Fire Season; however, the Ministry may place orders outside of the Fire Season to establish inventory levels. It is critical that support to the emergency response program is timely, to ensure forest fire and emergency response efforts are not impeded; it is therefore necessary to have the Vendor available Monday to Friday during the Fire Season. In addition to the daily accessibility to supplies, it is furthermore important that supplies are packaged and delivered accurately and within five (5) Business Days from the time the Ministry places the order.
