The Department of Veterans Affairs has awarded a Firm Fixed Price Delivery Order to Change Healthcare Technologies, LLC, under DLA contract SPE2D1-18-D-0006, for a total value of $420,939.23. The project involves upgrading the Cardiology Picture Archiving and Communication System (CPACS) from version 13.1.2 to version 15.x at the Little Rock Veterans Affairs Medical Center in North Little Rock, Arkansas. Key deliverables include the replacement of dedicated workstations and the migration of patient image data from physical servers to virtual servers provided by the VAMC. The system must comply with DICOM standards, FDA regulations for medical software, and the VA Technical Reference Model v26.1. The award was based on a best value trade-off analysis, prioritizing technical uniqueness, regulatory compliance, and the continuity of patient care. Inspection and formal acceptance will be conducted on-site at the Little Rock VAMC by the government's Biomedical Engineer to ensure technical accuracy and operational stability.
