This contract pertains to the continuation and extension of Contract GS-07F-9186S, 9531CB20F0104, awarded to Communication Resources Incorporated (CRI) for Security Consulting and Physical Access Control System (PACS) services under a limited sources justification in accordance with FAR 8.405-6. Initially awarded to address urgent and compelling security needs, the contract was originally set to conclude by July 28, 2021. However, due to unforeseen delays related to the COVID-19 pandemic and a change in video system equipment prompted by a proprietary dispute between manufacturers, the contract timeline has been extended to November 30, 2021. An additional funding increase of $95,000 is required, bringing the total contract value to approximately $726,442.25 to ensure uninterrupted continuation of the mission-critical PACS maintenance and related services. The increase in funds and contract extension aims to prevent any disruption in security services critical to the Bureau’s Office of Security Programs, reflecting the sensitivity and importance of maintaining reliable physical access controls. CRI submitted a proposal based on the revised equipment needs, which includes video capabilities. The Government emphasizes that no new quotes will be considered as this is not a request for quotes but rather a notification concerning the sole source nature of the contract continuation. The key point of contact for any questions regarding this contract is Mr. Laurent E. Pichet, the Contracting Officer at the Consumer Financial Protection Bureau.

This is NOT a request for quote. This is a notice concerning Contract GS-07F-9186S, 9531CB20F0104, for Security Consulting and Physical Access Control System (PACS) awarded to Communication Resources Incorporated (CRI) pursuant to FAR 8.405-6, Limited Sources. The original approved LSJ, a notice of intent to award a Labor-Hour GSA order under urgent and compelling need, was posted on Beta.sam.gov on June 5, 2020. On the follow-on effort, an increase of $95,000 is needed. Per the CFPB Security Office, the equipment for the video system changed due a proprietary dispute between security manufacturers. CRI composed a proposal based on the initial analysis for installing the said security system for the amount which is inclusive of video capabilities. The work currently performed under the Task Order was anticipated to be completed no later than July 28, 2021; however, the work will not be completed by the time as a result of reasonable but unexpected delays COVID-19 delays. The contract is therefore extended until November 30, 2021. Total estimated costs from the original award ($631,442.25) with the increase ($95,000.00) now total $726,442.25. In the interim, a funding increase to Bridge Contract 9531CB20F0104 through Modification P00002 is therefore necessary to continue this mission-critical PACS Maintenance and to allow the Bureau to complete the work indicated under this LSJ without a break in service, which would create significant risk to its Office of Security Programs. The Government will not consider any quotes submitted as a result of this announcement. For specific questions, please contact, Mr. Laurent E. Pichet, Contracting Officer, at Laurent.Pichet@cfpb.gov.
