AI Contract Overview
This contract action represents a non-competitive, sole-source delivery order issued under the Defense Logistics Agency contract SPE2D1-18-D-0006 to Change Healthcare Technologies, LLC for the upgrade of the Enterprise Imaging PACS system at multiple Department of Veterans Affairs Medical Centers, including the primary site in Milwaukee, Wisconsin. The upgrade involves transitioning from PACS version 14.1 on Windows Server 2016 to version 14.2.2 on Windows Server 2022, driven by the impending end of support for the current operating system and software version. Change Healthcare Technologies, LLC is the only supplier capable of providing this service due to the highly specialized and proprietary nature of the FDA-cleared PACS software, which requires exclusive access to underlying systems, documentation, and technical support to maintain compliance and warranty validity. The procurement is justified under FAR 16.507-6(b)(2), which permits sole-source awards when a product or service is uniquely specialized and no other provider can meet the required level of quality or functionality. The delivery order includes a comprehensive set of hardware, software licenses, and implementation services totaling an estimated value of $1,539,352.13, covering servers, storage systems, SQL Server licenses, data migration tools, and technical implementation services such as network configuration, load balancing, SSL encryption, and end-user training. All equipment is sourced from vendors including HPE and Dell, and deployment is planned across multiple VA facilities within VISN 12, including Hines, North Chicago, Tomah, Danville, Iron Mountain, and Madison. The services are delivered under a Firm Fixed Price structure, with pricing deemed fair and reasonable through prior negotiation under the DLA contract vehicle, eliminating the need for a separate price evaluation. Acceptance of the upgraded system is governed by FDA regulations, VHA Directive 1104, and DICOM standards, with final certification conducted on-site by VA biomedical engineers. There are no competitive requirements, options, or extensions defined, and no physical packaging, labeling, or military standard specifications apply, as this is a fully digital system modernization effort.
