This contract action involves the sole-source award of a Firm Fixed Price Delivery Order to Change Healthcare Technologies, LLC under Defense Logistics Agency contract SPE2D1-18-D-0006 to replace 36 end-of-life radiology workstations and diagnostic displays at the Richmond, VA Veterans Affairs Medical Center. The procurement is non-competitive because Change Healthcare Technologies, LLC is the only entity capable of providing the highly specialized, proprietary PACS-compatible hardware and software required, including universal advanced diagnostic workstations, Barco CORONIS FUSION and auxiliary displays, HP keyboards with integrated CAC readers, APC UPS units, and OEM-specific remote regulatory compliance validation services. The unique integration dependencies with the VA’s VISTA electronic health record system, FDA-cleared software, and warranty restrictions that void coverage if serviced by non-OEM providers render competition impractical under FAR 16.507-6(b)(2). The total contract value is $969,883.92, deemed fair and reasonable through prior DLA price negotiations, eliminating the need for a separate price evaluation.
