PAD EYE

The contract is for the procurement of three PAD EYE units with NSN 5340-01-377-7215 under solicitation SPE7L1-26-T-946U, issued by the Defense Logistics Agency’s Land Supply Chain. The item must be manufactured in strict compliance with technical documentation including Basic Drawing 19207 12389424 Revision C dated 04/18/2001, Reference QAP Revision B dated 04/18/2001, and a newer Reference Drawing dated 05/13/2026, alongside adherence to DLA’s RP001 packaging requirements and MIL-STD-2073-1E and MIL-STD-129 for packaging and marking. All items must be inspected and accepted at origin per FAR 52.246-2. Delivery is required within five days of the award date to a designated FMS import manager in Busan, South Korea, under FOB Origin terms governed by clause 52.247-29 due to the Foreign Military Sales nature of the requirement. The solicitation prohibits the use of additive manufacturing for the supplied items and applies the Buy American Act for all quotes exceeding the micro-purchase threshold. Export control restrictions are central to this contract, as the PAD EYE contains technical data subject to ITAR or EAR, and unauthorized disclosure—whether to foreign persons in the U.S. or abroad—is strictly prohibited. Only offerors with an approved U.S./Canada Joint Certification Program (JCP) certification, who have completed DLA’s required training and questionnaire, and have been explicitly authorized by the DLA controlling authority may access or handle the export-controlled data. Failure to meet this requirement renders an offeror ineligible for award. Additional mandatory compliance includes submission of a Safety Data Sheet, certification under DFARS 252.204-7008 regarding safeguarding covered defense information, representation under DFARS 252.204-7016 regarding prohibited telecommunications equipment, and conformity to NIST SP 800-171 and CMMC Level 2 requirements.
