The 374th Contracting Squadron at Yokota AFB intends to award a sole source, firm-fixed-price contract to FirstSpear LLC for the procurement of Padded Ballistic Inserts, specifically Small Arms Protective Inserts (SAPI) and Overlap padded ballistic inserts. This decision is based on the determination that FirstSpear is the only source reasonably available that can provide ballistic plate inserts compatible with the current protective vests used by the aircrew. The inserts are designed to enhance flotation capabilities for aircrew members in the event of bailing out over large bodies of water, supporting their safety and mission readiness. This notice serves to inform interested parties but does not constitute a solicitation, nor will requests for solicitation documents be considered. The government will review any submitted information solely to assess whether a competitive procurement would be appropriate in the future. Firms wishing to challenge this sole source determination must provide evidence of technical capability, certifications, and reasons why competition would benefit the government without causing undue cost or delay. FirstSpear LLC has a track record of supplying similar products to the government, reinforcing the rationale for the sole source award. Questions about the acquisition can be directed to the contracting officer, SrA Daniel Strouse.
