This solicitation, issued by DLA Land and Maritime under number SPE7LX-26-U-9320, is for an Indefinite Delivery Contract to provide padlock sets. The requirement consists of steel padlocks with a 1 3/4 inch body width and a 2.5 to 3.0 inch shackle, delivered in sets of six locks with matching keys. The locks must be keyed alike with a captive keyway and include serial numbers legibly stamped on both the padlock body and the key for identification purposes. The contract is a Women-Owned Small Business set-aside with an estimated annual quantity of 3,009 sets and a guaranteed minimum quantity of 451 sets, which becomes binding upon the first delivery order. The maximum value per individual delivery order is capped at $350,000. Technical and quality compliance is strictly mandated, requiring adherence to DLA master lists and specific sampling methods such as MIL-STD-1916 or ASQ H1331. Packaging must follow MIL-STD-129 and RP001, utilizing weather-resistant fiberboard boxes for complete sets and avoiding plastic materials whenever possible. Special attention is given to hazardous material restrictions, specifically prohibiting the intentional addition of mercury. Furthermore, the contract includes mandatory U.S.-flag vessel requirements for ocean transportation, necessitating formal waiver processes for any foreign-flag vessel usage. All invoicing and receiving must be processed electronically through the Wide Area WorkFlow (WAWF) system, and deliveries are expected within 81 days after the date of order.
