Solicitation SPE7LX-26-U-9922 is a total small business set-aside for the procurement of 15 padlock sets under NSN 5340-00-292-0906. This indefinite delivery contract, managed by the Defense Logistics Agency, has a maximum value of 350,000 dollars and a delivery window of 155 days after the award. The scope requires the delivery of padlocks and matching keys, with a specific mandate that each padlock and key body be legibly stamped with a serial number for government identification, ensuring the number does not relate to the key bitting. Technical requirements prohibit the use of class I ozone-depleting chemicals and the intentional addition of mercury or mercury-containing compounds. Packaging is strictly defined, requiring individual padlocks and matching keys to be in commercial cartons, groups including master keys in commercial cartons, and the entire set in a weather-resistant fiberboard carton. Master and grandmaster keys must be placed in conspicuously identified bags or envelopes. Quality assurance is governed by MIL-STD-1916 and MIL-STD-105/ASQ Z1.4, with acceptance requiring zero non-conformances in the sample lot. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow system.

Solicitation # SPE7LX-26-R-0104
Solicitation SPE7LX-26-R-0104 is an unrestricted request for a Fixed-Price with Annual Price Adjustments, Indefinite Quantity Contract issued by the DLA Land and Maritime Strategic Acq Program Directorate. The contract supports Department of War items, including pneumatic tire wheel assemblies, battery chargers, power supplies, and solar cell panels, for both DLA Direct stock replenishment and Customer Direct delivery to locations within the United States and overseas. The agreement features a three-year base period with two one-year options, carrying a minimum value of 36,000.00 USD and a maximum ceiling of 26,000,000.00 USD over the five-year period. Offers are due by October 28, 2026. Award decisions will be based on a best-value determination, weighing price, past performance via the Supplier Performance Risk System, and proposed delivery capabilities. A critical requirement for offerors is the completion of a Capability Assessment Plan to evaluate surge and sustainment abilities for go-to-war resupply needs. Additionally, contractors must commit to a small business participation plan maintaining at least 3 percent of the annual awarded dollar value. Deliverables must adhere to strict packaging and marking standards, specifically ASTM D3951 and MIL-STD-129, with invoicing processed through the Wide Area WorkFlow system. The procurement is specifically designed for National Stock Numbers for which AM General is the sole source of supply, aiming to consolidate 1,309 NSNs to improve supply availability and reduce lead times. The contract is structured into three distinct groups: a commercial group under FAR Part 12, a non-commercial group under FAR Part 15, and a Depot-Level Reparable group. The total estimated 10-year contract value is approximately 609 million dollars, covering a five-year base period and five one-year option periods. The contract mandates strict adherence to quality and cybersecurity standards, including ISO 9001 or AS9100 certification and compliance with Cybersecurity Maturity Model Certification levels for handling controlled unclassified information. Deliverables must meet MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. Performance is managed through a best value determination, with price, past performance, and delivery being equal factors. Proposals are submitted electronically via DIBBS or DoD SAFE, with a final response deadline of October 30, 2026.
