AI Contract Overview
The City of Ames is soliciting bids for the procurement of oil-filled, three-phase pad-mounted distribution transformers in various capacities, including four 300 KVA, one 500 KVA, two 750 KVA, and one 1000 KVA unit. All equipment must be new and manufactured within the 48 contiguous United States by an ISO 9001:2015 certified manufacturer. Technical compliance is mandatory across ANSI, IEEE, NEMA, ASTM, DOE, IUB, IDOT, and OSHA standards. Bidders are required to submit no-load and load loss data, certified drawings, warranty documentation, and a Quality Management System declaration. The award process utilizes a trade-off method where delivery time is considered a key or sole factor, and the City reserves the right to prioritize lead time over cost. When evaluating price, the City uses a loss-adjusted formula: Purchase Cost + ($6.00 x No-Load Loss in Watts) + ($2.00 x Load Loss in Watts). Bids must be submitted electronically via the AmesBids portal by December 20, 2024, at 2:00 PM Central Time. Successful bidders must provide an approved Affirmative Action compliance form prior to contract execution. Delivery is F.O.B. destination to the Electric Distribution facility in Ames, Iowa, with title and risk of loss passing to the City upon inspection and acceptance.
