The U.S. Department of Energy (DOE) is preparing for the transition and deactivation of the Paducah Gaseous Diffusion Plant (PGDP) facilities currently leased to the United States Enrichment Corporation (USEC). The DOE intends to solicit services related to deactivation under the Environmental Management Nationwide Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) unrestricted contracts awarded in 2010. These services will include environmental remediation, deactivation, decommissioning, demolition, removal of contaminated facilities, waste management, and regulatory compliance. The purpose is to have a contractor ready to assume responsibility once USEC returns the leased facilities to DOE. The Paducah site, located on a federal reservation in Western Kentucky, spans over 3,500 acres and historically functioned as a government-owned uranium enrichment plant supporting both commercial and military nuclear activities. Currently, enrichment operations are managed by USEC, which leases various process and support buildings from DOE under a Nuclear Regulatory Commission certificate. The site includes Hazard Category 2 Nuclear Facilities due to the uranium inventory. This contracting opportunity is restricted to DOE Environmental Management IDIQ unrestricted contractors, with a draft Request for Task Proposals expected soon. The contract is designated under NAICS code 562910, which pertains to waste treatment and disposal services.

DOE anticipates soliciting services for deactivation activities of the PGDP under the DOE Environmental Management Nationwide Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) - Unrestricted Contracts for Environmental Remediation Services, Deactivation, Decommissioning, Demolition, and Removal (DD&R) Services of Facilities (Contaminated), Waste Management Services, and Regulatory Services that were awarded December 16, 2010, to allow for a Contractor to be in place when United States Enrichment Corporation (USEC) returns the facilities to DOE. The Paducah DOE Site is located on a Federal reservation in Western Kentucky, approximately 10 miles west of Paducah, Kentucky, and 3.5 miles south of the Ohio River. Situated on 3,553 acres, the PGDP is a Government-owned uranium enrichment plant that was constructed in the early 1950?s and operated by the DOE and its predecessor agencies for the purpose of manufacturing enriched uranium for the fabrication of fuel assemblies to support commercial and military nuclear reactors and to support weapons development activities. Enrichment operations at the plant are currently conducted by USEC. USEC leases all enrichment process-related buildings from DOE, as well as the Administration Building, the Guard and Fire Headquarters, the Equipment Cleaning Building, the Technical Services Building, and the Maintenance and Stores Building. USEC uranium enrichment activities are conducted under a certificate issued by the Nuclear Regulatory Commission (NRC). The PGDP includes Hazard Category 2 Nuclear Facilities based on the uranium inventory. For more information regarding the site, you may visit the website at: http://www.pppo.energy.gov/paducah.html.
