AMENDMENT #5: Bid Due Date;


The purpose of Amendment 5 it to update the bid closure date to 6/15/26.


AMENDMENT #4: Questions and Answers;


The purpose of Amendment 4 is to attach the answer form to the questions.


AMENDMENT #3: Quote Validity;


The purpose of this amendment is to extend the required quote validity period.  All offerors shall ensure their quotes remain valid for 180 days from the date and time of the solicitation closes.  This extended timeframe will provide the government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.


AMENDMENT #2: Attached Site Visit Sign-in Sheet


AMENDMENT #1: Site Visit: Scheduled May 18, 2026, @ 1PM CST.  at 400 Young Rd, Bld 200, Rm 114, Enid, OK 73705.  You will report first to the Vance Visitor Center F72 to be sponsered on. Notify Betty Kliewer; betty.kliewer.ctr@us.af.mil and/or Shannon Perry; shannon.perry.1.ctr@us.af.mil 48 hours prior to visit with the list of visitors who plan to attend.  Everyone will need their Real ID or current passport.


This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 and FAR 13 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


ASRC Federal Gulf State Constructors on behalf of the Government, Vance AFB, intends to issue a Firm-Fixed-Price (FFP) requirement for removal of wallpaper and interior wall painting services in Facility 336 Child Development Center (CDC), in accordance with the attached Statement of Work (SOW) for Project FP1021202.  The Contractor shall provide all labor, equipment, materials, tools, supervision, and transportation necessary to perform the work as detailed in the SOW.


This requirement is currently unfunded.  Award is contingent upon the availability of funds.


 AFGSC and/or the Government reserve the right to cancel this solicitation, either before or after the closing date for receipt of proposals.  AFGSC and the Government have no obligation to reimburse an offeror for any costs.


Work Hours/Access Restrictions: Work is strictly limited to weekends: Friday 6:00 PM through Monday 4:00 AM.


Notice to Offerors:  Complete Appendix B - bid form provided in the SOW package.  Offerors must ensure that all pricing, terms and proposal conditions remain valid through September 30, 2026 due to anticipated funding schedule.  Proposals not honoring this acceptance period may be deemed non-responsive.

Questions and Answers (Q&A) form will be provided in the attachments to this solicitation.  Offerors shall submit all questions using only the provided Q&A form.  Due date June 4, 2026 and submitted to Betty Kliewer; betty.kliewer.ctr@us.af.mil.  Any questions not submitted on the provided Q&A form, or received after the deadline, may not be answered.  Responses to questions will be issued via amendment on SAM.gov.  Offerors are responsible for reviewing all Q&A prior to quote submission.



All bidders must be actively registered in SAM.gov at the tiime of proposal submission and at the time of award in accordance with FAR 52.204-7.
