On June 5, 2026, the U.S. Army Corps of Engineers Rock Island District awarded five Blanket Purchase Agreements under solicitation W912EK26QA004 to fulfill a requirement for marine-grade paints, thinners, and blasting media to preserve the Tainter Gates of the Mississippi River Project. The total estimated ordering capacity across all agreements is $900,000 over a five-year period. The requirement is structured as a multiple-award BPA with two distinct components: the procurement of paint and MEK thinner under NAICS 325510, competed full and open, and coal slag blasting media under NAICS 327910, set aside exclusively for small businesses with a size standard of 500 employees. Deliveries must be made to the Mississippi River Project Service Base in Pleasant Valley, Iowa, within 12 calendar days following CERL approval of paint formulations VZ-108d and V-766e, with strict adherence to technical specifications including viscosity, adhesion, boiling water resistance, and alkali resistance. Packaging must conform to detailed requirements, including 5-gallon containers for paints, 55-gallon drums for solvents, solvent-resistant liners for vinyl paints, and durable labeling with hazard warnings, manufacturer details, batch numbers, and manufacturing dates, all compliant with OSHA and DOT standards. The VZ-108d paint kit includes specific component packaging with mandatory mixing instructions clearly labeled on each part. All materials must remain free from gelling, thickening, or gas formation for one year post-manufacture and are subject to retesting if older than six months. The government retains inspection rights at the delivery location and may require retests at the contractor’s expense, at a flat fee of $775 per retest. Sample submissions to CERL are mandatory, and contractors must provide pre-certification documentation valid for one year. No formal FAR clauses, evaluation factors, pricing CLINs, or contract administration personnel details are documented, and while the award notice lists the five agreement numbers, no individual values, delivery quantities, or payment instructions are specified beyond the overarching $900,000 ceiling.
