Precision Metal Adapter ManufacturingThe contract entails the manufacturing of specialized metal adapters designed for naval applications, with strict adherence to federal and military specifications including ASME B16.11 and MSS SP-97. These adapters must meet exacting standards for material composition, dimensional tolerances, pressure ratings, and surface finish to ensure reliability and safety in high-stress maritime environments. The work is being procured as a subcontract under the Department of Defense, with performance required at the Portsmouth location, zip code 23709, where the Norfolk Naval Shipyard Gf is the overseeing entity. The NAICS code 332912 confirms the classification as other fabricated metal product manufacturing, indicating the precision fabrication nature of the work. There is no set-aside designation specified, suggesting competition is open to all qualified vendors regardless of size or business type. The absence of a designated point of contact implies that all inquiries and submissions must follow standard federal procurement protocols through the provided SAM.gov link. N4215826QE075- ADAPTERSThis contract is a sole-source procurement issued by the Norfolk Naval Shipyard under solicitation number N4215826QE075 for adapters uniquely designed and manufactured by Dibert Fitting & Valve Co., Inc. to meet specialized equipment requirements within the shipyard, making competitive bidding impossible. The acquisition operates under FAR Part 12 as a commercial item purchase using simplified acquisition procedures, with award based on a lowest price technically acceptable methodology. Offers must include documented technical capability, a firm price submission valid for sixty days, delivery time confirmation, and acknowledgment of any amendments, all submitted electronically to miracle.m.griffin.civ@us.navy.mil by the deadline of July 28, 2026. No bids or quotes from other sources will be considered. The place of performance and delivery is Portsmouth, Virginia, with inspection and acceptance conducted by the government at that location. While the solicitation references critical attachments with detailed specifications, packaging, marking, and technical standards, these documents are not accessible, leaving key contractual details—such as exact product requirements, quality certifications, packaging methods, and inspection criteria—obscured. Offerors must provide representations and certifications via SF-1449, including valid unique entity identifiers and size status, but no specific socioeconomic set-asides or funding codes are disclosed. The contracting office, located in Portsmouth, VA, serves as the primary point of contact, though no formal COR, COTR, or PCO roles are explicitly named. Payment procedures, invoicing methods, and accounting data remain unspecified, and no contract period of performance or FOB terms are stated. The absence of these elements confirms that full compliance obligations and delivery conditions are contingent upon the unreleased attachments.
