PAPMC Chemical Water Treatment Services RFP

The Philadelphia Housing Authority (PHA) is soliciting proposals for chemical water treatment services at various PAPMC sites within Philadelphia. The scope of work includes the technical maintenance of chilled water systems, steam and hot water boilers, and heating hot water closed loops. The selected contractor will be responsible for monthly on-site water analysis, the supply and application of treatment chemicals and filters, the calibration of automatic feed equipment, and the training of operating personnel. Key deliverables include electronic field service reports submitted within three days of a visit and the immediate notification of PHA within eight hours regarding any abnormal operating conditions or excessive water loss. The contract has a performance period not exceeding six months, with a potential option for extension. Award decisions will be based on the most advantageous offer, considering price and other factors, with a heavy emphasis on past performance evaluated through technical excellence, cost control, and management effectiveness. Mandatory site visits were scheduled for October 26th, and the response deadline is November 20, 2026. Contractors must comply with HUD-5370-C clauses, Executive Order 11246 regarding Equal Employment Opportunity, and the Americans with Disabilities Act. Laborers and mechanics must be paid according to the HUD-determined prevailing wage rates effective from April 1, 2025, to March 31, 2027. Required submission materials include business licenses, professional certifications for Pennsylvania, key personnel credentials, and a detailed technical approach. Payment is processed via EFT, and contractors must provide this information within ten days of the award to ensure payment.
