The 45th Contracting Squadron plans to award a sole-source, firm-fixed-price contract to Carleton Technologies Inc for the procurement of Parachutist Bailout System, HALO/HAHO jump bottles. This acquisition is justified under specific federal regulations and Air Force instructions, highlighting that Carleton Technologies is the only supplier offering oxygen components compatible with the approved PHANTOM Oxygen System B47210-1, as listed in the Air Force Approve for Use List authorized by HQ USAF/A3O-AS. Maintaining uniformity in equipment across units is critical for training and safety in hazardous parachuting operations, preventing any substitutions that would lead to discrepancies and increased training requirements. The contract will not be competitively solicited, and no quotes will be requested, reflecting a discretionary government decision to forgo competition due to the unique qualifications of Carleton Technologies. The North American Industry Classification System code for this acquisition is 339999, with the place of performance at Patrick Air Force Base, Florida. Contract specialists and officers assigned to this procurement are reachable by email and phone for any inquiries, ensuring points of contact are available for further information related to this sole-source procurement effort.

Full Description

The 45th Contracting Squadron intends to award a Sole-Source, Firm-Fixed Price contract to Carleton Technologies Inc IAW FAR 6.302-1, FAR 6.302-5, and AFI 11-410 pt. 1, Ch. 4, Para 4.4. This is an acquisition for Parachutist Bailout System, HALO/HAHO Jump bottles. The equipment is authorized via the USAF AUL, which is approved by HQ USAF/A3O-AS. In the 02 April 2012 Air Force Approve for Use List (document provided) the PHANTOM Oxygen System B47210-1 is identified as the approved item for the bailout system. Carleton Technologies Inc is the only vendor to offer oxygen components for the PHANTOM / PHAOS systems. Any substitution in brand would cause the 308 RQS equipment to differ from other units and require additional training. When dealing with such a hazardous duty as parachuting, uniformity is critical so jumpers and jumpmasters are familiar with one system. Quotes are not being requested and a solicitation will not be posted. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement to this notice is solely within the discretion of the Government. The North American Industry Classification System code is 339999. If you have any questions or concerns regarding this requirement, please contact Amn Miranda S Croom at miranda.croom@us.af.mil or Linda M Penuel at linda.penuel@us.af.mil.
