Parking Lot Painting Renewal – USCG Base New Orleans

The United States Coast Guard Base New Orleans, located at 1790 Saturn Blvd, New Orleans, LA 70129, requires a contractor to renew all painted surfaces in the parking lots in accordance with the attached Statement of Work. The contractor shall furnish all labor, tools, materials, transportation, equipment, supervision, and personnel necessary to complete the project. Work includes repainting approximately 260 standard parking spaces, 8 handicap accessible spaces with stenciled placarding, 37 stenciled “GV Parking” spaces, one red painted curb with “No Parking” stencil at the Fire Pump (approximately 120 linear feet), one white painted curb at the main entrance (approximately 40 linear feet), four curbs in front of fire hydrants painted red with “No Parking” stenciled, and renewal of two pedestrian crosswalks totaling approximately 50 linear feet. All work must comply with the Federal Highway Administration Manual on Uniform Traffic Control Devices (MUTCD) and Americans with Disabilities Act (ADA) standards for accessible spaces. The contractor is responsible for site safety and must implement a safety program in accordance with OSHA regulations, including appropriate barricades, signs, and signal lights. Any “Hot Work” operations such as welding, cutting, brazing, grinding, or any activity that could produce sparks or heat require a permit and at least 48 hours advance notification to the Contracting Officer’s Representative (COR).

Environmental compliance is required; all waste generated must be recycled or disposed of in accordance with the Resource Conservation and Recovery Act (RCRA) and all applicable federal, state, and local laws. Hazardous waste must be manifested off site with Base New Orleans listed as the generator and signatory. No waste or recycling may be disposed of in onsite dumpsters, and all chemicals must be preapproved by the contract POC with Safety Data Sheets (SDS) provided. Storm drains and waterways within range of potential discharge must be protected by covers or silt fence, and nothing may be discharged to a storm drain at any time during the project. The contractor must restore the site to a clean condition at the end of each workday and upon completion of the project, with final acceptance contingent on approval by the COR.

All work must be scheduled to minimize disruption to facility operations and performed between 8:00 AM and 4:00 PM, Monday through Friday, excluding federal holidays, unless otherwise approved by the Contracting Officer or their representative. The contractor will be permitted to use available electrical power and water, but not telephone services. Restroom facilities are available. Any damage to government property caused by the contractor must be repaired or replaced at no cost to the government. The contractor must comply with all base regulations, and personnel must remain within the designated work area unless otherwise required for performance of duties. Smoking is prohibited in Coast Guard buildings and must be restricted to designated areas.

A mandatory site visit is Mandatory prior to submitting a quote. Site visits must be scheduled with the Contracting Officer’s Representative (COR), CWO Mike Ackiss, at carlton.m.ackiss@uscg.mil. Any personnel without a TWIC, military, or prior approved ID must provide their first and last name at least five business days prior to arrival to allow for security badge creation and base access. The contractor must submit a detailed work schedule, report of findings, quote for further repair as needed, and Safety Data Sheets for all hazardous materials to the COR and obtain approval from Base New Orleans Environmental Protection prior to beginning work. All installation, workmanship, fabrication, assembly, inspection, and testing must comply with OSHA standards and all applicable federal, EPA, and State of Louisiana laws and regulations.

Award method will be lowest price technically acceptable. The evaluation factors are:

• Past Performance

The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation.

Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information.
