Solicitation Method: Competitive Applicable Trade Agreements: None Comprehensive Land Claim Agreement Applies: None Number of Contracts: One Requirement Details Description of Work: • Management of parking space rentals: leases and vignettes; • Supply and install time and date stamps (electronic with vehicle registration). Payment methods must be cash or credit cards; • Carry out maintenance and repairs on the parking meter and ensure its smooth operation in all seasons; • Carry out parking control and security services Monday to Friday between 08:00 and 16:00, with the exception of public holidays; • Issuance of statements of offence, notice of claim and/or towing if applicable; • French/English personalized communication services to customers, whether on the Web or by telephone in the Eastern time zone or Montreal time. Customer service hours from 8:00 a.m. to 5:00 p.m. • Financial management: collection of monthly payments, interruption of service in the event of non-payment, bookkeeping, calculation of payments according to agreement rates, etc; • Production of monthly reports: monthly rental rates, monthly and daily utilization rates, monthly revenues, payment defaults. • Possibility of buying back the parking meter at the end of the contract, at a fair and reasonable price based on market value. Product to be delivered : The system must be operational by April 1, 2024. Detailed procedures must be documented and approved by the Ministry on February 12, 2024. Leases must be signed, stickers and access cards issued, and everything must be operational by April 1, 2024. Security Requirement: Unscreened contractors must be escorted: 1. Unscreened contractors must be escorted by an employee or Commissionaire at all times when visiting GoC facilities. 2. Information which is to be used in the development of the contracted product, as reference material or otherwise made available to the contractor must be unclassified material and considered to be releasable to the public by HC/PHAC and/or The Government of Canada. 3. No Protected or Classified information is to be made available to the contractor, used in the production of the contracted product, or produced as a result of this contract.
