Parks, Recreation and Open Space (PROS) Plan Update

The City of Mercer Island, through its Public Works department, is soliciting Statements of Qualifications under solicitation 2026-RFQ-032 for a consultant team to perform a focused update of the Parks, Recreation and Open Space (PROS) Plan for the 2028-2034 period. This project builds upon the comprehensive 2022 plan and aims to evaluate progress toward existing goals, identify emerging community needs, and ensure the plan remains consistent with the City's regulatory framework. Key deliverables include an updated Capital Facilities Plan, a Parks Capital Improvement Program, and the completion of a non-project SEPA review process. To maintain grant eligibility, the final plan must comply with Washington State Recreation and Conservation Office requirements. The selection process is based on a points-based scoring system, prioritizing project understanding and methodology (30%), team qualifications (25%), and relevant project experience (20%). Qualified firms must submit a PDF proposal of no more than 20 pages by September 29, 2026. The chosen consultant will negotiate a scope and fee schedule and will be bound by the City's standard professional services agreement, which includes specific requirements for monthly invoicing, indemnification, and compliance with the Civil Rights Act of 1964 and disadvantaged business enterprise regulations. Payment is issued via City warrant within 45 days of receiving a proper invoice.
