Parkside, Heritage and Hollis Building Systems Upgrade Bundle

Atlanta Public Schools is seeking a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for building systems upgrades and site improvements at Parkside Elementary School, Heritage Academy, and Hollis Innovation Academy. The scope of work includes replacing existing cooling towers, installing new Dedicated Outside Air Units connected to Water Source Heat Pumps for humidity control, and providing an optional VRF system for general office areas. The project also involves identifying and upgrading building systems, structural components, and finishes to optimize costs and minimize disruptions. The initial contract for preconstruction services will be a lump sum agreement, leading toward a Guaranteed Maximum Price (GMP) for the full project. Proposals are due by 11:00 a.m. ET on September 16, 2026, and must be submitted exclusively through the Bonfire portal. Evaluation is based on company qualifications and experience, as well as methodology and approach, with a specific focus on the proposed project team, phasing plans, CPM schedules, and fee percentages. Awarding will be based on the proposal most advantageous to the district. Mandatory requirements include a general contractor's license, payment and performance bonds, and various compliance affidavits, including E-Verify and non-discrimination forms. Additionally, the selected manager must demonstrate best efforts in MWBE subcontractor outreach and coordinate with the Supplier Diversity office to advertise opportunities via the Georgia Procurement Registry.
