Field coordinator services
Solicitation # RFP 25048
The British Columbia Hydro and Power Authority (BC Hydro) is soliciting proposals under RFP 25048 for Field Coordinator Services to support the installation of new substation and generation equipment, station one-line updates, and substation capital projects within the Lower Mainland and Bridge River region. The selected consultant will provide an expert in electric utility commissioning procedures responsible for verifying that all required tests are performed and signing the Construction Notification of Energization (CNE) to confirm equipment is ready for initial energization. The contract is expected to run from approximately December 2026 to December 2028, with an optional one-year extension for a total duration of three years. Compensation is based on time spent by personnel, and all invoicing must be processed through the Ariba system with a 30-day payment term. Proposals must be submitted by November 16, 2026, via the BC Bid e-service or physical delivery to the Burnaby, BC bid station. Evaluation is based on the highest weighting of criteria, including mandatory compliance with the Freedom of Information and Protection of Privacy Act (FOIPPA). Proponents must provide comprehensive documentation, including health, safety, and cybersecurity questionnaires, as well as relationship disclosure statements. Key requirements include strict adherence to environmental packaging standards, such as the use of PVC-free and recyclable materials, and the assignment of qualified personnel who cannot be changed without prior approval from BC Hydro. The award process allows BC Hydro to reject any proposal that presents a material risk regarding financial resources, safety records, or cybersecurity.

Solicitation # 2480-95-26
The Village of Valemount is seeking proposals under solicitation 2480-95-26 for engineering services to implement accessibility improvements at the Cranberry Marsh Boardwalk in British Columbia. The objective is to develop a shovel-ready planning package that includes a preferred concept plan, concept design drawings, and a Class C cost estimate. Additionally, the selected proponent must provide documentation and recommendations to support future grant applications, specifically for SHORE Stream 2. The total available budget for this project is up to 55,000 dollars, excluding GST, which must cover all professional fees, travel, and disbursements. The project must be completed by April 30, 2027, with a start date to be negotiated. All work must strictly adhere to the DWB Environmental Management Plan, requiring a qualified Environmental Monitor for sensitive phases and ensuring machinery is clean and leak-free to protect the wetland. Technical specifications require compliance with CAN/CSA-56-06 for design, CSA164 for galvanizing, and CSA G40.21M for structural steel. Proponents must submit a fixed-fee budget by phase, a work program, and a letter of introduction. This process is a request for proposals rather than a formal tender, and the Village reserves the right to negotiate a separate contract independently of the RFP process.

The government is in the process of implementing the Future ICBM Sustainment Acquisition Construct (FISAC) which will provide the sustainment support to the MM III currently provided by the ICBM Prime Integrated Contract (IPIC)--contract number F42610-98-C-0001. The Partial Bridge Contract will modify the IPIC to provide sustainment support from 30 September 2012 until the award of the FISAC contracts. Sustainment support includes systems engineering, sustaining engineering, and program management support. The Partial Bridge Contract will also provide knowledge transfer from the incumbent contractor, Northrop Grumman Mission Systems (NGMS), to FISAC awardees. The estimated award date for the partial bridge is Sep 2012 and the contract period of performance will be 1 Oct 2012 through 30 Sep 2013 (one-year basic) plus two one-year option periods. Market research has identified only one responsible source that can provide the highly specialized capabilities and qualifications--skills and expertise that cannot be replicated within required timelines. As such, the government intends to award this contract as a sole source to NGMS under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source, Unacceptable Delays. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested, responsible sources should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) facilities and employees with satisfactory qualifications; and appropriate management, and engineering experience with the current ICBM and/or similar ICBM program domain systems engineering; and (3) can provide the service within the time periods specified. A copy of the solicitation can be requested from the listed contacts. A copy of the solicitation will be provided after approval of the J&A. Foreign participation is not permitted at the prime contractor level.
