The City of Coquitlam has announced its intention to participate in cooperative buying groups for the year 2026, specifically through membership in the Canoe Procurement Group of Canada and Sourcewell. This participation enables the City to access a wide range of competitively solicited contracts that leverage the collective purchasing power of more than 50,000 member agencies across Canada and the United States. These cooperative contracts are governed by national municipal contracting laws and Joint Powers legislation, allowing the City to streamline procurement processes while ensuring compliance. The contracting period runs from January 1 to December 31, 2026, with the possibility of annual extensions. In addition to Canoe and Sourcewell, the City also participates in cooperative buying through other regional and governmental purchasing groups such as the Lower Mainland Purchasing Group (LMPG) and BC Government Corporate Supply Arrangements (CSA). Vendors interested in doing business through these cooperative contracts must follow the respective registration and solicitation procedures established by Canoe and Sourcewell. For further details or inquiries, the City designates Mark Pain, Manager of Procurement, as the primary contact available via email. This cooperative purchasing approach is intended to enhance efficiency, reduce costs, and support municipal purchasing needs throughout the term.

Section 4 Capacity Building for Community Development and Affordable HousingThis contract establishes a program designed to strengthen the capabilities of Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs) in delivering community development and affordable housing projects that primarily serve low-income individuals, homeless persons, those with physical disabilities, first responders, and veterans. The program includes specific set-asides to support rural capacity building and to benefit Native Hawaiian, American Indian, and Alaska Native communities. Funding is restricted to activities such as providing training and technical assistance to improve organizational capacities, facilitating the navigation of federal resources including Opportunity Zones, supporting cooperative and regional planning efforts, and offering financial support through grants, loans, and other assistance to empower CDCs and CHDOs. Activities supported under this contract must align with broader HUD initiatives such as neighborhood revitalization, job growth, economic recovery, and sustainable regional development. Grantees are also encouraged to connect these capacity-building efforts to specialized programs like the National Center for Warrior Independence and veteran-focused housing vouchers. Administrative tasks directly related to program management are permitted under HUD review, with regulation-compliant handling of any intellectual property produced. The overall focus is to enable grantees to develop pipelines and coordinate resources to enhance HUD’s housing and community development goals efficiently, while fostering collaborations that benefit vulnerable populations across various regions and communities.
