Partnership Opportunity Document (POD) For NASA/Goddard Space Flight Center (NASA/GSFC) Space Flight Instrument Development dated November 2017 1.0 Introduction and Scope This partnership opportunity is for participation in potential responses to 2017/2018 NASA Announcements of Opportunity (AOs) and Third Stand Alone Missions of Opportunity (SALMON-3) for science investigations of upcoming mission and instrument opportunities. Example opportunities would include Europa and Discovery missions and instruments. The opportunities are expected to be competitive, two-step processes with selected investigations implementing the proposed missions. This partnership opportunity is being issued to select teaming partners to help prepare NASA/GSFC science instrument concepts for the proposal submittal; and to provide a spaceflight qualified instrument subsystem should the instrument be selected for flight. The subsystem NASA/GSFC is interested in finding partners for is a Planetary Science Sample Handling System (SHS). During the Step 1 process, there will be no exchange of funds between the teaming partners. Funding may be available for Phase A and subsequent phases should the investigation be approved to continue through the mission-defined gates for flight. 2.0 Instrument Overview The flight subsystem NASA/GSFC is interested in finding partners for is a hardware system for planetary solid, liquid and gaseous sample processing, handling, and manipulation, potentially including a sample processing and introduction assemblies; a rotary sample cup carousel; and associated motors to drive the system to integrate with and service a spaceflight science instrument. The SHS may operate on planets and small bodies found in the solar system where solid samples can be collected and analyzed. The SHS will be delivered to a mission/instrument integrator for final integration. More detailed information on the science instrument parameters being developed for the missions of opportunity will be provided to organizations who submit a Notice of Interest. A Notice of Interest (it is intentionally not called a notice of intent) does not obligate an organization to provide a POD response. 3.0 Pre-selection Support Step 1 Proposal Support SOW: It is expected that the selected respondent will provide support using their own resources to help GSFC develop and write the Step 1 proposal in response to the opportunities in the area of the SHS. This will involve meeting with the scientists and the mission/instrument engineering team to define the end-to-end performance requirements including interfaces to the various subsystems and the spacecraft; identify study topics; and predict performance. This will include cost estimation for all development phases. The period of performance for this interval is expected to last until Step 1 proposals are due. 3.2 Concept Study (Phase A) and Concept Study Report Support SOW: If the proposals are selected for Phase A studies, the proposal team will receive funding to conduct a Phase A study and submit a detailed Concept Study Report (CSR) to NASA. The respondent providing the SHS may be allocated a portion of this funding to perform trade studies as identified in the initial proposal. The respondent will be expected to contribute to the SHS design, fabrication, integration and testing documentation for inclusion in the final Concept Study Report. The period of performance for this interval is usually 1 year after selection. 4.0 General Instructions for POD Response For purposes of this partnership opportunity, the contact is Mike Adams, Michael.l.adams@nasa.gov, 301.286.2010. Potential respondents are asked to contact the NASA/GSFC team as soon as possible after release of this document with a Notice Of Interest (intentionally not called notice of intent). This contact does not create an obligation to respond to the POD, but allows the NASA/GSFC team to disseminate more details on the parameters of the missions being considered and provide answers to questions from potential partners. Qualified Notice of Interest respondents will receive additional details on the missions that will facilitate a focused response. All questions and answers pertaining to this POD will be sent to those organizations who respond to the Notice of Interest, while the source of the questions shall be held confidential. Questions and answers that contain information unique to a respondent's proprietary approach will not be shared if they are identified as such. The additional details and question/answers provided to Notice Of Interest responders are vital to focused responses. Notice of Interest shall be sent to the above referenced contact via email with - Notice of Interest' in the subject line, a simple sentence or two expressing interest, and the address to send further information. Responses to the Partnership Opportunity Document shall: 1) Be in a presentation format (.pdf viewgraphs) that shall not exceed 20 pages. The font size for the text shall be no smaller than 12 point. 2) Be specific about the system that the response is addressing. 3) Address all requirements noted in sections 3.0 and 5.0 of this document. Note the order and approach responders take is flexible. Create an order and slides that best express your experience and capability in these designs. Responses will be treated as proprietary information and controlled as such. Final presentation packages must be received by 5:00 p.m., ET, December 8, 2017. Presentations are to be delivered electronically to Mike Adams at the above listed email address. 5.0 Selection Criteria Selection criteria will be consistent with the desire to encourage cost effective partnerships between the Government and Industry. The information requested in Section 3.0 will allow the subject matter expert evaluators to determine how well the respondent's SMS is appropriate to this instrument. Selection Criteria Technical Performance (60 points) - Experience (and Team skills) including past performance on similar and related flight instrument and/or mission developments. Experience developing and implementing similar space flight hardware is a minimum requirement. - Demonstrated capability to meet the performance parameters specified in the additional details document. - Experience and past performance in proposal phases Cost/Schedule Estimate (40 points) - Reasonableness of cost and schedule estimates, including demonstration of past performance on equivalent systems - Estimated total cost of the SHS and associated I&T - Level of resources allocated to the proposal phase
