This notice is to notify industry that on May 1, 2018 a sole source requirement was awarded to Professional Bull Riders LLC, located in Pueblo, CO. This requirement was awarded to establish and maintain a Strategic Partnership between the U.S. Border Patrol (USBP) and the Professional Bull Riders (PBR) in order to deliver the recruiting message to possible recruitment candidates attending PBR events and PBR's social media fan base. The approximate awarded amount for a base and 1 option year is $2,950,000.00. This sole source contract action was awarded under the authority of FAR 16.302-1(a)(2)(ii)(A). A determination by the government not to compete this requirement in the future may be based upon responses to this notice, and shall be solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any company who believes they can provide the required service should e-mail their company's capability information along with pricing to the attention of David Banks no later than 3:00p.m. EST, June 10, 2018 at david.m.banks@dhs.gov. Only e-mail responses will be accepted. The full sole source justification is available upon request. The following information for the PBR requirement is provided: The partnership with PBR will provide a comprehensive nationwide marketing and recruitment platform to include, branding, digital, television, radio, print, signage and official status as a partner in the 2018 PBR Velocity Tour, 2018 PBR Premier Series Tour and a 2018 PBR Finals Week Official Partner - PBR Velocity Tour Finals/World Finals. The USBP will receive a comprehensive media plan developed by PBR, to be fully vetted by the Office of Public Affairs. The media plan will include in-market advertisement, a Premier Series Event Entitlement, in-arena branding, digital signage and branding of the USBP Protection Team. The USBP will be the centerpiece of the opening ceremonies at multiple PBR events as well as one-to-one recruiting opportunities with the USBP fully setup and available at each of the PBR events. The USBP will also receive 30-second commercial advertisements on network television in conjunction with the events.
