The requirement is issued as a solicitation under SPE4A7-26-Q-0810 by the Department of Defense’s DLA Aviation, ASC Supplier Oper AE and AF Division, and is designated as a Total Small Business Set-Aside. Engineering specifications are governed by referenced drawings including NR 81205 series and 13873 EI-000228074, with dimensional accuracy expectations applied to undimensioned drawings. Technical and quality requirements are defined by R and I numbers referenced in the DLA Master List of Technical and Quality Requirements, with compliance governed by the version in effect on the solicitation issue or award date. Inspection and acceptance occur at origin unless otherwise specified for First Article Testing, which involves government evaluation prior to final production shipment. The contractor must maintain an inspection system compliant with FAR 52.246-2 or 52.246-3 and retain all quality records for government review. Export-controlled technical data subject to ITAR or EAR applies, restricting access to contractors with approved JCP certification, completed DLA export training, and formal authorization. Cybersecurity compliance requires adherence to DFARS 252.204-7012 for safeguarding covered defense information and CMMC Level 2 certification. The contract incorporates multiple clauses including prohibitions on internal confidentiality agreements, requirements for whistleblower rights, sustainable product considerations, and restrictions on hazardous materials. Invoicing must be conducted electronically via WAWF with specific DoDAAC information referenced in Section B, and payment terms are tied to received documentation and receiving reports compliant with DFARS Appendix F. Offerors must be registered in SAM and provide accurate representations of business size, socioeconomic status, and compliance with Buy American provisions, anti-trafficking, wage compliance, and prohibitions on certain unmanned aircraft systems.
