The Government is issuing this RFI announcement as a part of market research in support of Fleet Support Teams and Organic Depots for CAES Systems San Diego Select Components to support EA-18G Airborne Electronic Attack and P-8A Poseidon.


Naval Surface Warfare Center, Crane Division located at Naval Weapons Station, Crane, IN intends to award a sole-source contract to CAES Systems LLC 9404 Chesapeake Drive, San Diego, California 92113-1303, in accordance with Statutory Authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary design of Filter Switches, Amplifier Attenuators, Integrated Microwave Assemblies (IMAs), and other electronic components the manufacturer’s ability to produce them and perform TT&E and repairs. These are a particular product to one manufacturer, and the unacceptable delays and duplicative cost in fulfilling the agency requirement through any other source would impact the mission.


The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to provide Production, TT&E and Repairs, or performance on other Government contracts with similar efforts.


Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as whether a demonstration unit may be provided to expedite the decision-making process.


All interested parties are encouraged to submit company and product literature, a white paper no longer than 15 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior production, testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and/or identify other Government contracts with similar efforts for the Government’s consideration.
