Full Description
This is a notice of intent to consolidate/bundling requirements IAW RFO 7.107-3 Notifications. The AFLCMC/HNCK Platform One (P1) contracting office plans to solicit an offer for a non-personnel services contract to provide Party Bus Operations and Collaboration Tools (PB Ops/Collab Tools) with the technical, operational, and cybersecurity capabilities necessary to operate, secure, sustain, and continuously improve Platform One's enterprise DevSecOps as a Service and collaboration platform supporting Department of War (DoW) mission partners. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other necessary items. The acquisition team is seeking a contractor to provide PB Ops/Collab Tools capabilities that enable the secure, scalable, and highly available operation of Party Bus enterprise DevSecOps platforms and collaboration services. This contract shall deliver enterprise DevSecOps platform operations, Kubernetes platform administration, Git-based software development services, CI/CD pipeline operations, enterprise collaboration platform administration, cloud-native platform engineering, Site Reliability Engineering (SRE), infrastructure automation, cybersecurity operations, and customer enablement capabilities that improve platform availability, operational resilience, and software delivery while maintaining compliance with Department of War Risk Management Framework (RMF) requirements and Platform One security standards. The contractor shall support enterprise services operating across DoD Impact Levels 2, 4, and 5 by providing infrastructure provisioning, Infrastructure as Code (IaC), GitOps, identity and access management, observability, enterprise collaboration tool administration, continuous monitoring, backup and recovery, compliance automation, and Continuous Authorization to Function (CtF) support through Platform One's continuous compliance processes. The contractor will collaborate with mission application teams, Platform One engineering organizations, cybersecurity stakeholders, and Government leadership to improve platform reliability, accelerate customer onboarding, automate operational and security workflows, enhance customer experience, and ensure secure, scalable, resilient, and continuously available enterprise DevSecOps and collaboration services. The contractor shall implement automation through Infrastructure as Code (IaC), GitOps, platform engineering best practices, enterprise monitoring and observability, policy-as-code, compliance automation, and cloud-native operations while sustaining existing Platform One capabilities and supporting future mission growth through secure-by-design, highly automated enterprise services.
The contracting office has conducted market research that demonstrates the consolidation of three (3) existing Basic Ordering Agreement (BOA) orders to be necessary, justified and in the best interest of the government.
The government intends to solicit and negotiate with the vendor that provides the most technically capable solution under the current Commercial Solutions Opening (CSO) on Platform One Solutions Marketplace (P1SM) in accordance with 10 U.S.C. 3458 and R-DFARS 212.70. The resultant contract could consist of a one-year base period and four (4) one-year option periods.
