Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. The government is seeking a contractor for the repair of the Passive Attack Display (PAD) used in the F-15C/D Passive Attack Sensor System. This effort involves comprehensive repair services, including teardown, analysis, overhaul, testing, and the procurement of spare sub-components, as well as engineering support and logistics. The requirement is critical for supporting the F-15C/D weapon system modification, particularly as the government does not own the proprietary firmware and program files necessary for the display to function. The anticipated period of performance is 54 months, consisting of a one-year basic period, three one-year options, and a six-month extension. The government intends to solicit this as a sole-source procurement under FAR 6.302, though it will consider proposals from interested parties capable of meeting the requirements within a specified window. Award eligibility is contingent upon the offeror meeting specific qualification requirements at the time of award.

The Period of Performance (POP) for this effort will be 54 months (one-year basic plus 3 one-year options and a six-month extension of services clause). The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days (thirty days if award is issued under an existing basic ordering agreement (BOA)) after date of publication of this synopsis will be considered by the Government. A determination by the Government to not compete with this proposed contract based upon responses to this notice is solely within the discretion of the Governement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets the qualification requirements at time of award, in accordance with FAR clause 52.209-1, or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Contact information is also provided below. Description of the Supplies/Services required to meet the agency's needs: This requirement is for the repair of the PAD, NSN: 7025016517225FX / Part Number: OL70810-01, in the F-15C/D PASS modification which is required to support the weapon system on the F-15C/D aircraft.
