B--METAGENOMICS & TRANSCRIPTOMIC SERVICES
Solicitation # 140G0226Q0145
Solicitation 140G0226Q0145 is a firm-fixed-price Blanket Purchase Agreement (BPA) issued by the USGS OAG Denver Acquisition Branch to provide next-generation sequencing (NGS) services for the Upper Midwest Water Science Center’s Michigan Bacteriological Research Laboratory. The scope of work includes shotgun metagenomics, whole genome sequencing (WGS), and RNA-sequencing (RNA-seq) to support research on bacterial pathogens, antibiotic resistance, and microbial ecology. The contract utilizes technologies such as Illumina, AVITI, Oxford Nanopore, and PacBio. The BPA has a total not-to-exceed value of $300,000.00 and a five-year period of performance from September 28, 2026, to September 27, 2031, with specific performance periods defined by individual call orders. This opportunity is set aside for Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). Award decisions are based on the most advantageous offer, where non-priced technical factors—specifically past performance, key personnel qualifications, and the capability to provide the required sequencing deliverables—are significantly more important than cost. Deliverables must meet strict quality standards, including a 75% quality score over 30 per sequencing run, and be delivered via secure FTP or external hard drive with comprehensive technical metadata. Payments are processed electronically through the Treasury’s Invoice Processing Platform (IPP), and the place of performance is located in Lansing, Michigan.

AI Contract Overview

The contract seeks bids from qualified vendors to provide paternity testing services for counties, tribes, and licensed adoption agencies within Wisconsin. This requirement is driven by state and federal laws that mandate the establishment of paternity in cases involving non-marital children to support child support enforcement and adoption processes. The services are necessary for 71 counties, 9 tribes, and 23 licensed adoption agencies, most of which are private non-profit organizations regulated by the Department of Children and Families (DCF). The contract will result in the creation of a qualified vendor list from which authorized entities will select the most cost-effective provider based on their specific needs, though being on the list does not guarantee work assignments. The Department of Children and Families is managing the solicitation with a submission deadline in mid-April 2026, and all inquiries must be submitted as outlined in the bid document rather than through general procurement channels. Vendors responding to this solicitation must be prepared to extend their pricing to all authorized users in the state, though DCF is unlikely to directly purchase services. The overall goal is to facilitate compliance with legal requirements for paternity establishment across Wisconsin through standardized and accessible testing services.

Full Description

The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Paternity Testing for counties, tribes, and adoption agencies in the State of Wisconsin. State and federal laws mandate counties must establish paternity and child support orders for non-marital children (Section 767.80, Wisconsin Statutes, and 45 CFR 302.31 Federal Code of Regulations and 45 CFR 303.5 Federal Code of Regulations).
There are 71 counties and 9 tribes in Wisconsin operating child support enforcement programs in accordance with the regulations of the state child support program. Each county/tribe is responsible for determining a child’s parentage or to eliminate the wrong male from consideration.
In addition to state and federal laws requiring paternity establishment for non-marital children for purposes of child support orders, licensed adoption agencies within Wisconsin are required in adoption cases to seek a determination of paternity prior to the termination of parental rights. There currently are 23 licensed adoption agencies in Wisconsin. Most of the adoption agencies are private, non-profit agencies licensed by the Department of Children and Families (DCF).
The State as represented by DCF intends to use the results of this RFB to create a qualified list of paternity testing vendors meeting the minimum requirements of the bid. The qualified list established by this RFB will be used by authorized users, which include counties, tribes, and licensed adoption agencies to obtain Paternity Testing Services. DCF is not likely to purchase these services itself. All bidders must be willing to extend their pricing to all authorized users. The parties using this contract will select the most cost-effective Contractor from the list meeting their needs. Placement on the qualified list is not a guarantee work will be obtained through the resulting contract.
Questions should be submitted as described in the Bid Document Section 1.5. Do not submit questions through eSupplier.
