Pavement Crack Sealing, Seal Coating and Pavement Marking

The New Hampshire Department of Administrative Services, Division of Plant and Property, is soliciting bids under solicitation DAS 2027-01 to establish a non-exclusive contract for pavement crack sealing, seal coating, and pavement marking services. The contract covers all state-owned paved surfaces, including parking lots, loading areas, and specific roadways such as Hazen Drive, Commissioners Way, and Smokey Bear Boulevard. The selected vendor must provide all labor, materials, and equipment, utilizing hot-pour rubberized asphalt conforming to ASTM D6690 Type II and materials from the NHDOT Qualified Products List. Work is restricted to the application season from May 1 through November 15, with a contract commencement date of December 1, 2026. Award decisions will be based on the lowest hourly rate per county, with the state reserving the right to award the contract to up to three vendors. Eligible bidders must be registered to conduct business in New Hampshire, possess at least three years of relevant experience, and provide unit pricing for all listed items, as partial bids will be rejected. Key requirements include maintaining comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as adhering to MUTCD/PROWAG standards for traffic safety and ADA compliance. Performance is verified through site inspections by the State Project Manager, and vendors must submit GPS-embedded before-and-after photos with each invoice.
